With no power and many signals downed or repositioned by the heavy winds,
motorists were left to fend for themselves. The long hot period without electricity,
the heavy traffic due to recovery and cleanup efforts, and the lack of signals
sometimes led to chaos, as motorists became impatient waiting their turn at these
forced four-way stops.
